An agreement between Illinois and Indiana to build the proposed Illiana toll road commits Illinois to spending a minimum of $250 million on the controversial project, even though plans call for private companies to construct and operate the bi-state highway.
The funding obligation and other details about the $1.1 billion project are included in a 33-page partnership pact signed by both states and made public Tuesday.
The agreement calls for the proposed 47-mile highway in Will County to be tolled electronically, meaning that cash wouldn’t be accepted. Vehicles will need to have transponders compatible with the Illinois Tollway’s I-PASS and Indiana’s E-ZPass.
