Plans to upgrade I-39/90 on both sides of the Wisconsin-Illinois border are set to move forward in 2013.

Construction is expected to start on the eastbound lanes of I-90 between Rockford and Elgin, Ill. Lanes will be increased from two to three east of Elgin, said Joelle McGinnis, Illinois Tollway spokeswoman. The project also calls for work on mainline bridges and nine local crossroad bridges. The State Street interchange in Rockford also will be reconstructed. The project is part of a 15-year, $12 billion program to overhaul the 54-year-old interstate, commonly referred to as the Jane Adams Memorial Tollway
