One of the most congested highway intersections in America is prime for an overhaul, and officials are not ruling out exercising eminent domain to make that overhaul a reality.

The Circle Interchange on the near west side of Chicago, where the Eisenhower, Dan Ryan, and Kennedy Expressways merge, is up for a renovation, and officials say the bill attached to its improvement could be as much as $400 million. Money for land acquisition may find its way into that number as well.

“There are some areas they looked at where eminent domain may possibly have to come into play soon, “ said Ald. Robert Fioretti (2nd Ward).
